REQUEST FOR QUALIFICATIONS
FOR ARCHITECTURAL / DESIGN SERVICES
JEFFERSON-BELMONT REGIONAL SOLID WASTE AUTHORITY, JEFFERSON AND BELMONT COUNTIES, OHIO
I. INTRODUCTION:
The Jefferson-Belmont Regional Solid Waste Authority is soliciting Statements of Qualifications from qualified firms interested in providing professional architectural services relating to the design of facilities. Firms with relevant design experience and qualifications are encouraged to submit. The purpose of the Request for Qualifications (RFQ) process is to identify the most qualified respondents. The Authority reserves the right to make the selection based solely on the qualifications submitted without conducting a formal interview process. The firm ultimately selected by the Authority will provide architectural design and planning for multiple projects referenced in project objectives, as directed by the Authority, including bid documents. II. PROJECT OBJECTIVES:
A. Garage: the Jefferson-Belmont Solid Waste Authority proposes to design and build a new garage for the recycling trucks in Jefferson County. The selected firm will recommend how to best layout the building and also prepare site plan, survey, new legal description, design, engineering services, wetlands delineation and any other required studies, construction cost estimates and any other service needed to bring project to a shovel ready state.

A. Office Space: Jefferson-Belmont Solid Waste Authority proposes to design and build a new office building on property bordering the garage described in A or attached thereto. The selected firm will recommend how to best layout the office building and also prepare site plan, survey, new legal description, design, engineering services, wetlands delineation and any other required studies, construction cost estimates and any other service needed to bring project to a shovel ready state.
III. CRITERIA FOR SELECTION:
A. The purpose of this RFQ process, as previously stated, is to identify a qualified firm that is the most capable of providing the described services. The RFQ submittal should be organized to clearly address the following criteria which, among others, will be used in the evaluation of qualifications:

B. Prior design service experience with projects of similar scale and complexity. Specifically county, municipal or township construction of administration, public works/maintenance/service, fire, and garage facilities.

C. Prior experience with public-sector clients and processes for projects of similar scale and complexity.

D. Current knowledge of the Ohio Revised Code and the public sector labor laws that may impact the overall costs and feasibility of the projects.

E. Professional qualifications of individuals assigned to the Project.

F. History of effective schedule and budget management for projects of similar scale and complexity.

G. Use of processes that creatively engage appropriate stakeholders in all stages of design

IV. EVALUATION AND SELECTION SCHEDULE.

A: Schedule

The Authority will evaluate all Qualifications received by the deadline and will convene a committee to determine a short list of firms for interviews.

RFQ – Solicitation date: September 15, 2017

Deadline for submission of SOQ’s: October 23, 2017 by 4:00 PM

Notification of Short-listed firms for Interviews: Week of October 27, 2017
Mandatory Interviews: Week of November 2, 2017
Anticipated Start Date: Week of November 7, 2017

B: Selection Criteria.

The responses to this RFQ will be evaluated on the criteria set forth in the RFQ Evaluation Form attached hereto

C: Interviews / Selection.

Once Qualifications are reviewed and scored, a short list will be compiled. Interviews will be conducted with the firm(s) determined to be the most qualified and additional information may be required at that time. Negotiations will begin with the firm determined to be the most qualified for the Project.

D: Disqualification

Firms may be disqualified and their responses not considered for any of the following reasons:

Reason for believing collusion exists among the firms:

Reasonable grounds for believing that any of the following exists or has occurred:

• The firm’s involvement with any litigation against the Authority.
• The firm’s default on any current or previous contract.
• Lack of competency as revealed by a financial statement, experience and questionnaires, etc.
• Uncompleted work which, in the judgement of the Authority, will prevent or hinder the prompt completion of the Project, if awarded.
• Delinquent property taxes owed by the firm.

V. SUBMITTAL REQUIREMENTS:

A. Two hard copies of the Qualifications along with one electronic copy are to be
submitted no later than October 23, 2017 to the following:

B. The Qualifications are to be submitted in a sealed envelope clearly marked “Qualifications for Design Services for the Jefferson Belmont Regional Solid Waste Authority.” Any questions regarding this project or the RFQ may be addressed to Anita Petrella, Executive Director at (740) 266-6899.
C. The Qualifications should summarize why the Firm believes itself to be the most qualified.
D. The Qualifications should contain a statement that to thee best of the Firm’s abilities, all information contained in the RFQ submittal is complete and accurate.
E. The Qualifications should contain a statement granting the Authority and its representatives authorization to contact any previous client of the Firm (or a Firm’s team member) for purposes of ascertaining an independent evaluation of the Firm’s or Firm’s team member’s performance.
F. Each submittal should address the following:
1. Firm’s History including years in business, services offered, and location(s).

2. Technical expertise of firm’s current staff. The project manager should be clearly identified. Identify the key members of your team that would be involved in the project and describe their area of expertise and what role they will perform on your team. Indicate their availability for this project schedule.

3. Experience on relevant projects previously completed or projects currently underway, and references.
4. Project Approach and Schedule should include an overall description of methods by which the firm intends to approach the Project, delivery methods, along with a timetable for completing each element.
5. Project Management description should include the method of communication between the Authority and the Design team, cost analysis methodology, and schedule control.
G. Upon receipt and analysis of Qualifications, interviews may be scheduled with the top qualified candidates for consideration.

VI. MISCELLANEOUS:

A. The Authority reserves the right to reject all firms, decline to proceed with selection of any candidates, to request additional qualifications and to make inquiries as may be necessary to verify qualifications.

B. The successful respondent may not assign their rights and duties under an award without the written consent of the Authority. Such consent shall not relieve the assignor of liability in the event of default by the assignee

VII. RESERVATION OF RIGHTS:

A. The Authority reserves the right to reject all firms, decline to proceed with selection of any candidates, to request additional qualifications and to make inquiries as may be necessary to verify qualifications.

B. The Authority reserves the sole right to (1) evaluate the qualifications submitted; (2) waive any irregularities therein; (3) reject any or all Respondents submitting qualifications, should it be deemed in the Authority’s best interest to do so; and (4) to make selection based solely on qualifications and past experiences without an interview process.

C. Nothing in this document shall require the Authority to proceed with design and / or construction services.

JEFFERSON-BELMONT REGIONAL
SOLID WASTE AUTHORITY
NOTICE OF PUBLIC HEARINGS (O.R.C. 343.06 (c))

At its meeting on August 14, 2017, the Board of Trustees for the Jefferson-Belmont Regional Solid Waste Authority adopted a Resolution proposing to renew the annual charge of $4.75 for 2018. Said rate to be charged against lots or parcels that are improved or in the process of being improved with at least one permanent portable or temporary building in the Counties of Jefferson and Belmont for solid waste collection, storage, transfer, disposal, recycling, and processing services provided by the Authority. The Board proposes to renew the same annual charge to be paid in 2018 by every person, municipal corporation, township, or other political subdivision that owns such lots or parcels.

The Board will conduct three (3) public hearings regarding its proposal to renew the charge of $4.75 per lot or parcel for 2018. These three (3) public hearings will be held as follows:

1) August 31, 2017, at 10:00 a.m. at Steubenville City Hall, 115 S. 3rd Street, Steubenville, Ohio; and

2) August 31, 2017, at 2:00 p.m. at Ohio University Eastern Campus, 45425 National Road, St. Clairsville, Ohio, Fitness Center, Room 105; and

3) August 31, 2017, at 6:00 p.m. at Tiltonsville Village Building at 222 Grandview Street, Tiltonsville, Ohio.

Members of the public are welcome to attend and participate. No official vote will be taken at these public hearings.

JEFFERSON-BELMONT REGIONAL SOLID WASTE AUTHORITY

RESOLUTION FOR FINAL APPROVAL AND ADOPTION OF JEFFERSON-BELMONT REGIONAL SOLID WASTE AUTHORITY PROPOSED RULE 2016-1 AND 2016-2.

WHEREAS, on April 11, 2016, the Board of Trustees of the Jefferson-Belmont Regional Solid Waste Authority passed a Resolution proposing the adoption of the following:

Jefferson-Belmont Regional Solid Waste Authority Rule 2016-1.
Facilities Designated to Receive Solid Waste.
No person, municipal corporation, township, or other political subdivision shall deliver, or cause the delivery of, any solid waste generated within the Jefferson-Belmont Regional Solid Waste Authority to any solid waste transfer, disposal, recycling, resource recovery, or other solid waste facility, other than a facility designated by the Board of Trustees pursuant to Sections 343.01(I), 343.013 or 343.014 of the Revised Code, unless the solid waste is exempt from such designations under Ohio law or a waiver granted by the Board.

Requirements for Approval of Plans and Specifications for the Construction of Solid Waste Facilities.
No person, municipal corporation, township, or other political subdivision shall construct, enlarge, or modify any solid waste transfer, disposal, recycling, resource recovery, or other solid waste facility until general plans and specifications for the proposed facility have been submitted to and approved by the Board of Trustees of the Jefferson-Belmont Regional Solid Waste Authority as complying with Authority’s Solid Waste Management Plan pursuant to Section VI(G) of the Plan-Siting Strategy for Facilities.

WHEREAS, the Authority’s Executive Director caused a public notice of the proposed Adoption of the solid waste management rules to be published in the Steubenville Herald Star in Jefferson County and the Times Leader in Belmont County and on the Authority’s website;

WHEREAS, publication was designed to invite written comments from the public, within 30 days, concerning the proposed rules;

WHEREAS, no written comments were submitted to the Authority’s Executive Director within the 30 days from publication and therefore, the Authority has determined that to dispense with a public hearing is reasonable;

THEREFORE, be it resolved that the Jefferson-Belmont Regional Solid Waste Authority Rule 2016-1, Facilities Designated to Receive Solid Waste and Rule 2016-2, Requirements for Approval of Plans and Specifications for the Construction of Solid Waste Facilities are hereby approved and finally adopted and in full force and effect as of today’s date.

The Authority’s Executive Director shall cause publication in the Steubenville Herald Star and The Times Leader for the purpose of notifying the public at large that the proposed rules have received final approval with immediate effect.

This Resolution was adopted by the Board at an open meeting conducted in accordance with the Ohio’s Sunshine Law, Section 121.11 of the Ohio Revised Code.

Jefferson Belmont Regional Solid Waste Authority

Public Comment Period for Adoption of Rule 2016-1 and 2016-2 in accordance with ORC 343.01(G).

The Jefferson-Belmont Regional Solid Waste Authority (“ JB Green Team”) is establishing a 30 day written comment period (April 12, 2016 – May 10, 2016) on the Board of Trustees intention to adopt Rule 2016-1  and Rule 2016-2 as authorized by the Plan and by ORC 343.01G(1 through 4) .  On April 11, 2016, the Authority has passed a Resolution (2016-2) which contains the following draft of the Rules:
