JB Green Team
for New Truck Storage & Office Building
Wintersville, Ohio

The Jefferson-Belmont County Regional Solid Waste Authority ( JB Green Team ) will receive sealed bids for the construction of a new Truck Storage and Offices Building. Prime Bidders may examine or obtain copies of Bidding & Construction Documents from prepared Kayafas Architects, Inc.. at 2307 Chapline Street, Wheeling, WV 26003, ph. (304)233-1816, fax (304)233-1892 on or after February 18, 2019 or in PDF format via email request

In general, the work is comprised of the construction of a slab on grade, pre-engineered steel, 12,000 truck storage facility with a 3,000 sf office module attached. Site work consists of compacted fills, storm drainage, balanced grading and concrete drives and parking areas.

 Pre-Bid Meeting:

A pre-bid meeting will be held at 10:00 A.M. on Thursday, February 28, 2019 at the project site located at:

125 Technology Way, Wintersville, Ohio.

All qualified bidders are encouraged to attend.


The Contractor and subcontractors must possess all applicable licenses and certifications at the time of bidding.  The Contractor must also demonstrate ability to provide the workforce necessary to meet the deadlines imposed and must provide bid and performance and labor bonds.

 Bids Due:

A Lump Sum Price is required for the complete work and is due at 10:00 AM. local time on Friday, March 15, 2019 at the office of Kayafas Architects. The contractor must provide a bid under a Lump Sum Price which must include all labor, materials, applicable taxes, permits and fees in bid.  Prevailing Wage Rates do apply.  All bids must be accompanied with a guaranteed bid bond or letter of credit.

Selection Process:

All sealed bids will be publicly opened and compared as to quality, thoroughness and cost by the Owner and the Architect. The Owner will review and select a Contractor based upon costs, demonstrated experience with similar projects, and the proven ability to complete a project on time and who proves to be the “lowest responsive and responsible bidder”. A decision should be rendered on April 8, 2019

No bidder may withdraw their bid for a period of 60 days after the actual bid date opening.  Construction is to commence on immediately and is to be substantially completed by November 1, 2019.  The project is being partially publicly funded and the owner reserves the right to waive any informalities and/or reject any and all bids and to conduct such investigation as necessary to determine the responsibility of bidder.
